What are 3 ways to help the African Elephant get off the endangered species list?

I'm writing a paper and I'm trying to come up with three ways to help get the African Elephant off the endangered species list.

This is what I've come up with:

1.) Create more extensive elephant reservations
2.) Crack down more on poaching
3.) ?

Any ideas on the last one or edits on the first two?
