How come Western Europe became so much more technologically advanced and was able to pretty much colonize the world while the people of (sub) saharan Africa remained primitive and did not advance themselves throughout the centuries?

My girlfriend is African American (I'm European American) and she takes over a half an hour to wash her hair and shower. Is this typical? I find it is a problem in the morning when we are getting ready for work. Am I wrong? Please help me - especially the ladies. Is this correct? Can't a person take a shower and wash her hair in fifteen minutes or less? she is now on her way to blow dry her hair so you probably have an hour or so to answer the question. Thx.

Why is there a disproportionate amount of African American juveniles in the justice system?

Unfortunately, with the ignorance and stupidity that is brought about in this section of Y!A, I have to reassure that this is in no way an act of me trolling. I am doing research for my college course and I need some help as of why there is an overrepresented amount of African American youth within the justice system. Like what may be the causes for them to end up there and what statistics show.
