Is the ocean a substance or a measure?

Just as the title says.

I've been debating with myself for a while over this question (which may sound dumb but who cares). I'm wondering what everyone thinks it is.

Substance or measure.

The debate is that the ocean is made up of the substance water. The ocean itself is water. Therefore a substance.
But the term ocean is a measure of how much water or size of a body of water.

So what do you think?
Thanks for all the good answers! Then in that case, would the ocean actually be a place instead of a substance or measure?
